I have money in UP/DOWNs on Binance but if i choose to sell and move to Pionex, i can't rebuy again via Binance. New rules permit 5k USDT worth.

Answer

You can move to pionex and e leverage tokens. however you cant send the up or down toke from binance to pionex. you can however convert to usdt transfer to pionex and have the liberty to trade our leverage tokens
